Effect: By using his medical expertise, coupled with his mastery of sealing methods, Kenneth can use his chakra to create a seal that temporarily doubles the power of a ninja's elemental attacks. The seal can only work with one particular element, so if a ninja has a Galileo Lightning seal, he cannot at the same time have a Galileo Earth seal, or any of the other elements.

Casting is rarely done in a fight, as it takes Kenny and four shadow clones to successfully create the seal without causing harm to the recipient. Kenny can seal himself using five shadow clones, however this drains him a great deal. Of course, he only needs to be sealed once.

The negative results of this seal result after it has run its course in a fight. The longer it stays active, the more vulnerable the ninja becomes to other types of elemental attacks. This is particularly true for elements that are strong against the element type of the seal. Thus, it should be used with care, however, a ninja imbued with this seal can use it to become very powerful at a critical moment. Once activated, it remains activated for at least 30 seconds, after which point the user can deactivate the seal. The negative effects of the seal wear off after the seal has been deactivated for twice as long as it was activated in the first place. This means that if the seal was used for X seconds, it takes (X times 2) seconds for the negative effects to wear off after the seal is deactivated.

Thats sounds a bit over powered. How about for the after affects instead of 46 and 46 make it 46 and then double for the negative effects to wear off.
