I think we need housing districts,item and weapon shops and maybe even a blacksmith section where if you want a certain weapon or item you first have to complete a quest or a set number of missions and gather all materials needed to create the item.the same with jutsus,not only should people rp on learning it,but they should also complete a quest for someone to obtain the scrolls.NPC's would be good choices to run the shop,since they wont be biased and make someone's quest easier just because they were their friends.
